Registered GTOs in NSW & ACT
Importance of being a Registered GTO
Apprentice Employment Network NSW & ACT

By being a Registered GTO it opens opportunities for programs and funding not available to unregistered organisations. You agree to work to the  National Group Training Standards and meet compliance requirements from the NSW and ACT Governments.

We do not endorse any organisations that are not registered.

Our member organisations are located across NSW and the ACT.

For NSW

  • GTO Registration is managed through Training Services.
  • Currently GTO Registration is not compulsory in NSW but the Apprentice Employment Network is working with Training Services to advocate for a policy change to make GTO Registration Compulsory inline with other states.

For ACT

  • GTO Registration is managed through Skills Canberra.
  • GTO Registration is compulsory in the ACT.
  • GTOs must also hold a valid ACT Labour Hire Licence to operate as a GTO in the ACT.

An arrangement is place to dual register in NSW & the ACT at the time of application.

The audit is conducted by an independent auditor appointed by the Department of Education. 

The audit includes:

  • Desk audit
  • Site visit
  • Interviews with apprentices, trainees, and host employers
  • Note: The GTO is responsible for all auditing costs, which must be paid before approval.

For ACT

An audit may be required if you are applying only for ACT Registration. This will be confirmed by Skills Canberra upon the assessment of your application.

For NSW

If your organisation:

  • Meets the National Standards
  • Fulfills any additional requirements set by the Department of Education.

For ACT

If your organisation:

  • Meets the National Standards
  • Fulfills any additional requirements set by Skills Canberra.

GTOs operating in both NSW and ACT can use a joint registration process, requiring only one registration fee.

Eligibility Requirements:

  • Must operate in both NSW and ACT
  • Have a permanent physical presence in NSW
  • Use consistent policies, processes, and systems in both locations

Application Process:

  1. Complete:
  2. Attach the Self-Assessment Guide and required documents listed in the Compliance Document Checklist.
  3. Submit to Training Services and Skills Canberra (CC: skills@act.gov.au).
  4. Undergo an audit process, including:
    • Interviews in the ACT conducted by Skills Canberra
    • Audit review and compliance checks in NSW

Each jurisdiction will make independent decisions regarding approval. Note: Changes may apply to ACT mutual recognition policies, such as variations in eligibility criteria or compliance timelines. NSW will coordinate communication with ACT stakeholders.

For NSW: GTOs must apply for re-registration 6 months before expiration to allow for audits. NSW no longer grants registration extensions, and failure to apply on time may lead to lapsed registration, affecting funding eligibility.
